Essential Oils in Lip Balms

Hi all,

I am making a natural lip balm for commercial purposes but still at experimentation stage. I would want to use essential oils in the lip balm but after reading the negative impacts associated with them like sensitization, photo toxicity etc, I am a little scared.

Please could anyone advise me as to which oils I can use in a lip balm in diluted form (1%) and if I can use a mix and match of these oils. I am planning to avoid all citrus oils.

Are there any rules to use these oils in combinations?

WHAT OILS DO YOU PLACE IN THE CITRUS CATEGORY? I HAVE BEEN MYSTIFIED IN THE PAST BY WHAT SOME CONSIDER CITRUS. DESIROUS OF YOUR INPUT

Well, I heard that citrus is actually bad for any kind of bumps. so maybe you should consider something else
